Capiz SME Project Description

The SMEs play a very important role in the economic and social development of the Philippines. This is attributed to the relative ease in setting up and the lower capital cost per job creation. Moreover, SMEs provide niche services that may not be viable for large businesses. They constitute over 99% of total establishment in the country. It is estimated that they provide over 32% of total value added and 69% for employment. No less than President Gloria Macapagal-Arroyo has made SME development as one of her priority programs.

In the Province of Capiz, the establishment of the SME Center was envisioned as a speedy and efficient One-Stop-Action Center (OSAC) with state-of-the-art information technology/facilities able to provide our small and medium enterprise (SMEs) with accurate, complete, relevant and timely information/database, and aggressively pursuing market linkages for the sector. It was established in order to help address the dearth in business information which is critical for the SMEs to make the right decisions. Aside from the SMEs, other beneficiaries of the SME Center are the walk-in clients like students, schools/academe, government and non-government organization/institions, etc.

The target SMEs will be provided with consultancy services/assistance. Both in-house and external business counselor/consultants will be tapped to provide these services to the identified SMEs specially in the areas of marketing, production, O & M, and financial aspects. National agencies like DTI, DAR, PCA, DOST, DA, TESDA, DOLE, etc. will cost-share priority programs/projects designed to accelerate the growth of these SMEs.

Capiz SME Center Objectives/Major Programs:

General

To provide efficient, effective and quality service/assistance to the SMEs and other target groups in order to hasten the economic growth and development of Capiz.

Specific

  1. Provide accurate, complete, relevant and timely business information;
  2. Extend consultancy services/ assistance particularly in the areas of marketing, production, organization & management, and financial aspects.
  3. Establish linkages and networks with relevant government and non-government organizations/institutions;
  4. Facilitate access to financing and grants from both local and foreign sources;
  5. Operationalize the SMED Center which will serve as clearinghouse of information for SMEs, business, prospective investors, students, schools/academe, government and non-government organizations;
  6. Strengthen the Capiz Small and Medium Enterprise Development Council (PSMEDC); and
    Help implement programs/projects in the line with the 10 point agenda of the Capiz – LGU.
